Drivers get the confirmation form signed at every drop-off

A delivery's confirmation form is now filled at each drop-off stop instead of once at the end of the trip. When a driver ticks anything Delivered at a stop, the stop asks for the confirmation form before Depart, so the receiver at that site signs for what they took. Each stop's form is tagged with the stop's project, so it shows up in that project's Forms. A trip with one drop-off still has one form. Items the trip carries for no particular stop are signed for where the driver ticked them Delivered, never at a site that turned the truck away.

If nothing at a stop is ticked Delivered, Depart asks why (site closed, refused, no access and the rest of the issue list) and records it as the stop's issue. No form is needed there, and the cargo stays on the truck.

Confirm delivered opens once every drop-off stop is departed or has an issue, and every stop where something was delivered has its form. On the delivery page, the Confirmation row shows each stop's form, and on the Itinerary tab each stop still waiting for its form has a Copy confirmation link button beside its stop actions.

In Confirm delivered on the delivery page, a stop only asks for its form when something is delivered there, so shorting a stop to 0 clears it. Staff can still finish a delivery when a stop's form is missing, for example when the receiver signed a paper ticket. In Confirm delivered, tick Complete without the missing form and say why. The reason shows on that stop's Confirmation row.

Materials now count like packs on the driver's page: a line that isn't ticked Delivered is recorded as not delivered, so it no longer comes off stock as shipped. On the delivery page, Confirm delivered starts such a line or pack at 0 once the driver has departed its stop or reported an issue there. Every other line and pack still starts at its full quantity, and staff can change any of them.

Deliveries already on the road keep their one form for the whole trip.
