Finishing a task only asks about work that's running

When you complete a task in Build, the batch prompt lists only the tasks that person is working on right now. Work they're planned for but haven't started stays queued, and someone with one task running and more planned is no longer treated as being on a batch. The prompt also opens in front of the task drawer when you complete from there.
