The user list shows each person once, however far you scroll

Settings → Users now lists everyone exactly once, in name order, and keeps that order as you scroll to the end of a long roster. Searching narrows the list to the people whose name or email matches what you typed.

Before this, scrolling past the first screenful could repeat someone who was already listed while leaving someone else out, and those repeated rows stayed up for a moment after you started typing in the search box.

Every long list in the app loads a screenful at a time the same way, so they all hold their order as you scroll now.
