Planning shows the truck only where a phase can ship

The truck icon on a Planning phase used to follow the phase's name in the Rules Engine, while the "Add to delivery" action followed the phase itself. Flagging a template after an order existed showed a truck the row could not act on.

The icon now reads the same flag as the action. To make an existing order's phase deliverable, turn on Delivery phase in that phase's drawer.
