Deleting a role asks you to move its people first

A role that still has people assigned can't be deleted. The confirmation tells you how many people hold it, so you can move them to another role in Settings / Users and then delete the empty one.

Merging two roles into one is a two-step job: reassign the people, then delete the role they left.
