Route picker offers your department's routes

Editing a route inline in the Planning table offers routes from that row's own department, matching what the drawer has always done.

Before this the list included other departments' routes, and picking one moved the work out of your team's view. Rows that belong to no single department, like an order spanning several, still show everything.
