Time on a stage is charged to the stage's cost code

When a worker clocks into a stage, the session takes the Cost Code set on that stage in Stages under Rules Engine. That code wins over one set on the order, phase or component above it, and time logged on a step inside the stage follows the same rule.

A stage with no cost code of its own falls back to the order's code, then the project's, as before.

Existing sessions keep the cost code they were given when they started.
