Read-only dates cannot be moved by dragging

Locking a role out of editing start and end dates holds on the planning chart as well as in the drawer. Dragging or resizing a bar is refused, and so are inline date edits in the planning table.

The move is refused outright rather than partly applied, because a schedule change cascades to whatever depends on it.
