Open delivery from a location record opens the delivery

On a captured location for a delivery, the link now reads Open delivery and opens that delivery, for anyone whose role allows it.

Before this it opened the group of phases riding on the truck. Where deliveries are not turned on, or the role cannot read them, it opens the deliverable as before.
