Pick a phase name from the library instead of typing it

Naming a phase on a route offers the phases you already have, and matching ignores case, so typing bim finds BIM rather than adding a second one beside it. That keeps planning groups, dashboard figures and phase colours reading as one phase.

You can still create a phase that does not exist yet: type the new name and it is added to the library when you save. Nothing is written until you press Save, and a saved phase cannot have its name swapped out from under the work booked to it.
