Locations can belong to a project, not just a department

A location can now belong to a project. Every new project gets a Jobsite location of its own, and a project's locations live on a Locations tab in its details.

Prefab work runs from a shop to a jobsite, and until now there was nowhere to put the jobsite. Locations belonged to departments, so the only way to record where a delivery was going was to write the address on the project itself, where it could not carry coordinates, a timezone, or delivery instructions for the driver.

A location holds its full address, its coordinates, its timezone, delivery instructions and notes. Addresses are the same six fields everywhere in the app now, including on vendors, and a partial address saves. Settings → Locations shows department and project locations from one selector.
